Two Suffolk men are due to appear in court following a disturbance before the East Anglian derby between Norwich City and Ipswich Town in April.
The incident happened before the football match between Norwich City and Ipswich Town on April 6.
At about 11.45am in Heathside Road, Cotman Road, Thorpe Road and Carrow Road in Norwich, police say a group of men were verbally and physically aggressive to each other.
A man from Felixstowe and a man from Lowestoft have now been summoned to court in relation to the incident.
Karl Dawson, 62, of Walnut Close, Felixstowe, will appear on suspicion of the use of threatening or abusive words or behaviour likely to cause harassment, alarm or distress.
Luke George, 28, of Oulton Road, Lowestoft, will also appear on suspicion of use of threatening or abusive words or behaviour likely to cause harassment, alarm or distress.
Four teenage boys and 14 other men have also been charged and summoned to court in relation to the incident.
All defendants are due to appear at Norwich Magistrates' Court on December 6 or December 10.
